I got this from Roberto “Obet” Verzola, one of the pioneers in the early days of the Philippine Internet. He was operating an email service back in the early 90’s. Today, he built a system for verifying election results.
Your organization is cordially invited to send a representative to the formal launch of Halalang Marangal’s NoCHEATS 2007 citizen’s audit on April 17, Tuesday, 10am ““ 1pm at the PRRM Conference Hall, 2nd Floor, 56 Mother Ignacia Ave., Quezon City.
The NoCHEATS citizen’s audit includes the NoCHEATS Covenant ““ which we hope you will authorize your representative to sign for your organization ““ based on HALAL’s objective of empowering the ordinary citizen to audit elections through full transparency of the counting and canvassing process.

To implement this covenant, HALAL has set up a system for accepting recinct-level reports from various sources in printed or electronic format and for making these precinct-level reports available to the public through text, the Internet or data CDs. The availability of precinct-level breakdowns of final tallies will empower citizens’ to check for themselves whether the precinct-level breakdowns match the precinct results they actually saw with their own eyes.
In addition to the covenant signing, the April 17 program includes a presentation on election cheating by HALAL convenor and former COMELEC commissioner Mehol Sadain, brief messages by other HALAL convenors and partners, a press conference, and lunch.
After the program, we will conduct a training 1-3pm for HALAL partners who have signed the covenant.
We’d appreciate being informed in advance if your representative will be signing the covenant for your organization and/or attending the afternoon training session.
